Sada Bainama Telangana: History and Government Regularization

Sada Bainama Telangana refers to land transactions executed on plain paper without formal registration. These were common in rural Telangana before the state was formed on June 2, 2014. Many farmers acquired small portions of land through Sada Bainama, often relying on mutual trust rather than legal formalities. Due to the absence of registered deeds, these landholders faced challenges in accessing government benefits or securing ownership rights.

To address this, the Telangana government launched a special drive to regularize Sada Bainama lands. The scheme accepted applications through Mee Seva centers, allowing eligible farmers—those owning up to 5 acres of dry land or 2.5 acres of wetland—to apply for ownership regularization. This was a major step toward formalizing rural land ownership under the Sada Bainama Telangana framework.

Bhu Bharathi: Telangana’s New Land Records System

In 2025, the state introduced Bhu Bharathi, a modernized and transparent land records management system that replaces the older Dharani portal. Bhu Bharathi aims to streamline land records, resolve disputes, and provide village-level access to land ownership details. It introduces real-time updating, GIS mapping, and integration with Aadhaar for user verification.

The Bhu Bharathi system operates under the Telangana Bhu Bharathi Act, 2024. Village Revenue Officials are now being assigned district-wise to ensure smooth functioning. As part of Bhu Bharathi’s expansion, drone-based land surveys were initiated across 413 villages where digital records were previously unavailable.
